Generally, VC's are not awarded individuals in the Navy, because they are seen as a ship's crew ( in a collective sense). In doing so, Ordinary Seaman Sheean became the first member of the Royal Australian Navy to be awarded Australia's highest honour for valour.

Also a lot of senior military officers missed out on awards and didn’t want an ordinary seaman to be given a VC.
